Now it is the key step duplicate the text several times (Ctrl J) and by changing the font but must be used close to the police even if you change the size (Ctrl T)

For my part I duplicate the text 15 times and that’s what happens


Now select all the text layers and go to Menu> Layer> New> Group from layers

Take the brush tool (B) and draw lines at the lower ends of the letters as it



Go to Menu> Filter> Blur> Motion Blur




Finally create a new layer (Ctrl Shift N) and go to Menu> Filter> Render> Cloud



Apply a Gradient Overlay blending options in





Then change the blending mode to Color Dodge in it - and simultaneously reduce the opacity to 50%
